I agree with Owen that load should not be a problem.

Having what appears from the outside to be a static hierarchy of
pages describing gnome applications means that googlebot and friends
can index the site, and that's clearly very important.

You could always try webmacro (www.webmacro.org)...
although it needs server-side java support.
