True in itself

And advise the user that if the bug is still there to report it with the
new version. Otherwise the number of repeat bugs is getting far too high.
Im not talking here about saying '0.97 is out so send mail for 0.96' but
'1.4 is out start advising people to update when they report 1.0 bugs)
