Having run other BBS like systems before
- Require an email address and validate it by sending passwords there
- Delete users who send obscene/unpleasant material arbitarily

Delete them for good. Junk is junk. Do however log who deleted what.

In certain cases you have a legal duty to remove them when you become
aware of them (hate speech for one)
