gnome-applets and empty directories

Hey,
I've been spending a little time with the gnome-applets module in CVS
and I've noticed there are quite a few directories that are totally
empty. I've made a list and it can be found below.
Are these necessary? Are some of these there in preparation for things
that might go in them?
There's also a "hal" directory that is marked as dead. Is it still
needed?
