If the concern is over the proliferation of CVS modules, it seems to me
that
the gnome-applets module could be made hierarchical, with applets
being grouped within the module, each with its own autogen.sh, buildable
when checked out alone (or perhaps in combination with
gnome-applets/common).

Thus:

cvs co gnome-applets/common
cvs co gnome-applets/core-applets
cvs co gnome-applets/extras
cvs co gnome-applets/dont-bother-with-these ;-)
