For recent files sure, but for most things not really. And you can
always use a gnome-vfs monitor on the filename.
For recent files as miguel suggests we might have a dedicated API for
recent files only.

Well, no. GConf does "we notice things that go via gconfd" (which is
the wrong design; it should do file monitoring, but that's hard).
