It seems logical (to me) that only the .po files themselves are the domain 
of translators.  All other files (ie, infrastructure around it) are 
usually the maintainer's domain. It is the maintainer who gets to decide 
which files should be translated an which not.

It also helps a lot if, when in doubt, to err on the safe side and ask the 
maintainer, OR at least ask someone else who knows about this.

It also helps if, when you find yourself not ever being in doubt much, to 
doubt yourself some more ;)
