	Sounds fine - make it an action GEP or something ;-) have a requirement
of bug-freeness, make the responsible maintainers the release team - and
you have the current process, but discussed in public.

	The thing is, that adding modules is often tied to other things; such
that a single GEP would propose adding a new feature, in a new module
(eg.).
