2.4: Hard Code Freeze: August 25th

GNOME 2.4 is very much on track. Well done everyone. As per the schedule

we will enter Hard Code Freeze after the Beta 2 tarballs, probably on
August 25th.
There should then be no source code changes. But translation and
documentation can continue because that is unlikely to affect stability.

[1] Yes, the Hard Code Freeze was not on the schedule until now. Yes
that is really inept.
[2] It isn't just because we like using macho phrases like Hard Code
Freeze.
