That's certainly the case for major releases, which are generally aimed for
mornings US-time. But we generally haven't given times, because things can
get fiddly at final release time (especially after a week of serious service
regressions as we had this time around).
Perhaps we can do this better for 2.8.0, but I don't think it's critical for
development releases.
