FWIW I've just had a chat with Bill about this, and we're satisfied that
there are no significant accessibility issues for alerts provided their
accessible role is ROLE_ALERT (which should be true of GtkMessageDialogs
by default, but won't be of hand-crafted ones), and they don't appear in
the window/alt-tab list (which should be true of the vast majority).
Bill thinks we probably shouldn't actually explicitly forbid the use of
titles in alerts, though, primarily for cases where either of the above
may not be true... but we can follow that up in
http://bugzilla.gnome.org/show_bug.cgi?id=165132 .
