Dead right.
The entry is this:
#. Do NOT translate the clock/hourformat part. What you
#. * should change is the 12. If your country code should use
#. * 12 hour format by default, leave it at 12, otherwise use 24
#. * for 24 hour format. Those are the only two supported
#: applets/gen_util/clock.c:349
