Yes.

I think gnome/gtk+/glib should provide a macro for _() that checks for
that particular case, so _("") returns always "", but gettext("")
returns the header of the translation file.

Yes, I reported a similar bug with gnumeric some time ago too (Miguel told me
it was fixed in libglade).
