GTK+-1.2.9

I'm going to release GTK+-1.2.9 Friday morning. I had not previously
thought of mailing here, since no strings have changed since
GTK+-1.2.8 was released last May.

However, since one translator committed changes immediately after I
announced a tarball for testing, I thought I should give everybody a
chance to put in any outstanding .po file fixes they have queued up
and want to go in the release.
