The mixture of iso-8859-1 and UTF-8 doesn't work for german. Here's
some other brave soul who did touch "foreign" languages (I'm not sure
whether Emacs/Gnus will encode the diff properly ;) ):

To make it clear again: translators are not allowed to convert the whole
.desktop file to UTF-8 or something. They are even not allowed to touch
any other language than their own ;)

Yes, this might happen. Sometimes Emacs 20.x is too smart, sigh... I
guess there was an editing (c&p?) error, too. And as show above another
damage was done before.
Concerning German, the files are still broken, too:
maximize-properties.desktop
move-properties.desktop
(Aside: I didn't check whether .desktop files from GNOME core modules
are in a sane state...)
I'm very sorry you're having such a trouble with these i18n/l10n files.
At the moment, theres no way out. Only one clean solution is possible:
Change all strings in .desktop files to 7bit ASCII notations. I'll talk
to my German co-translators and ask what they think about such an
approach.
