Unicode compliance

I have spent several days now trying to find out what level of
compliance Gnome 2.x meets.  I am looking and hoping for Unicode 3 or
3.1.  Including plane 1.

Are there some GTK/Gnome libraries that are less compliant than others?
What level is Gnome in general compliant to?
Are there dependencies (xlib, X, Xft, freetype, etc.) that are less
compliant?
