I'd say this depends on the overall size of a package (sorry, I cannot
tell numbers).  For a package like gnumeric I propose:

    gnumeric                  (without any translations, neither
                               translated docs nor .po files)
    gnumeric-all              (only all translated docs + all .po files)
    gnumeric-LL1              (only translated docs and .po files for
                               language LL1)
    gnumeric-LL2              (likewise for language LL2)
    ...

gnumeric-all is convenient for distributors, gnumeric-LL1 convenient for
experienced users installing from .tar files.  Instead of the "-all"
suffix feel free to choose something different.

Probably okay.
