po files, intl-tool, and utf-8

Hi,

There is a problem with the current intl-tool implementation, perl 5.8,
and UTF-8 locales.  When any of the perl intltool-* utilities are called
with a non-UTF-8 po file as an input, they will break.  Would it be
possible to guarantee that the po files are stored in UTF-8?  Most of
the ones I see in CVS are currently kept that way.  If not, someone will
have to fix intltool...
