Inconsistencies aren't always errors, but I find that they are often enough
erroneous (spelling errors, for instance) that I use my tool heavily to
discover them.
I sent consistent.pl to this mailing list a week ago. I haven't gotten any
feedback; maybe it's not generally useful. It is much more general than
msgmerge: it takes n files (preferably, all your .po files for a single
language), outputs all cases where they disagree in translating the same
message, and fills in all empty translations for messages that are translated
in any of the n files.
