Names of .mo files and lacking plural forms

Is there a way to programmaticaly determine what should the name of .MO
file be, from either .PO file and a branch, or just the .PO file, or one
must always use the PACKAGE variables from autoconf files in each
package (and other variables used for bindtextdomain)? Is there some
convention followed in Gnome?
Also, if there are some software packages which don't use plural forms
where they should (e-mail applet in gnome-applets being the one), am I
supposed to report this to Bugzilla? How is this related to "string
freezes"?
