Before this one goes where it shouldn't be, I addressed adding
paragraphs etc. not as a problem from old to new versions, but simply
from the original to the translated documents. I believe that if you
want to go the PO-way, then the translator shouldn't be allowed to
introduce new major tags. Well, at least IMO! :-)
