Yes, to the join the TP robot action by the maintainer is necessary.
The maintainer must tell us some details, and, most important, he must
agree to join the TP -- we will not harvest .po files without an okay
by the maintainer. More info you will find here:

Thanks for the help in the past. maintainers.html looks longish and
complicate; often it's enough to write mail to
translation@iro.umontreal.ca and we will ask for missing details; of
course, that's a little bit cumbersome for us, though... ;)
Wondering whether team and textdomain pages at
http://www.iro.umontreal.ca/contrib/po/HTML/ are still "navigatable"?
At some point, we will have to think about an rearrangement -- but
that's life. Current TP numbers:
