don't include formatting tags in messages?

Several applications include formatting tags in messages to be
translated, e.g. '<bold>Behaviour</bold>'.
I think the formatting tags shouldn't be included, so the message
to translate is 'Behaviour'.
Any reason to have the formatting included?
