You don't need to send mails to gnome-i18n for message bugs that you log
in Bugzilla. Logging bugs doesn't affect translations. :)
What we would like is though that people who *fix* such bugs and where
the module is in string freeze sends mail to gnome-i18n, so that
translators are notified that translations need updating.
What would be nice though is if bug reporters who report bugs that
affect messages mark those bug reports with the "string" keyword, so
that they are easy to find when searching bugzilla.
