It seems to me that this is a per-user setting: one particular group of
people needs a particular group of additional symbols. Because of that,
it seems to me that it would be bad to integrate this into eg. base
Russian keymap, because one other Russian might want to use those same
compose keys for typing Bulgarian, Macedonian or Serbian (or any other
language with sufficiently similar character set, but entirely different
keyboard layout, so keymaps are unusable).
So I think this should be user configurable, and if Gnome provided a
keyboard layout manager based on XKB, I'd like it to provide such
customizations (gswitchit might already provide it -- I don't really know).
