Does 'make update-po' use the line numbers? It seems that at
least potentially that the results of:

 Change code  ; msgmerge 
 Change code  ; msgmerge
 Change code  ; msgmerge

Might be different than:

 Change code ; change code ; change code ; msgmerge

?
