Translation of element names in Conglomerate

I've just committed some experimental code to Conglomerate that allows
localised names and descriptions for XML elements. (Bugzilla #124984)

I've translated a few examples to test things out where I believe I know
the correct translation.

Disclaimer: I'm a coder, not a translator, so I may well have got them
horribly wrong. My apologies if this is the case.

For example, the DocBook xds file now contains this fragment:

<element tag="book" type="structural" color="a0b0c0" icon="cong-docbook-book">
	<name language="en">Book</name>
	<name language="fr">Livre</name>
	<name language="jp">&#x672C;</name>
	<!-- snip -->
</element>

Hence the <book> element in DocBook files should appear as "Livre" in
French, and as unicode character 672C ("Hon") in Japanese.

Similarly, <filename> elements now have "Nom du fichier" as their
underline text in French.

You can also supply localised short descriptions of an element.
Eventually I hope to support i18n of the names and descriptions of the
document types themselves.

I haven't yet set up any of the localisation infrastructure - I believe
I need to set up intltool somehow into the autotool files. Help doing
this would be welcome! Not all of the xds files need to be included in
the translation process, since some of the files are only really for
test purposes, and it'd be waste of time for translators.

Hopefully this is a sane approach, and the above makes sense to
everyone; it's getting late here and I need sleep!
