I've filled a wishlist item for KBabel:
http://bugs.kde.org/show_bug.cgi?id=65294

It should not be that hard for KBabel to support XLIFF, KBabel does Qt 
Linguist and also reads TMX already. If anybody would like to help 
implementing this, please, let me know.
