No, intltool doesn't support extraction of comments from XML files, and
I guess this is just another one in the long list of occasions where
this limitation has proven to be annoyin,g and its consequences even
fatal. This is the relevant bug report:

(intltool should support translator comments in xml files)
Any help in solving this limitation in intltool would be most
appreciated. In any case, such help would make it possible to avoid
issues like the one you mention above from happening again in the
future.
