That's probably the reason then.
As Raphael explained, the same gtk+ branch is used for GNOME 2.8 and
GNOME 2.6. GTK+ is also not formally bound by the GNOME string freeze,
and even though we'd like GTK+ developers to announce string changes
here, that doesn't always happen.
I hence suspect that if you look at the translation stats most of the
regression in translation coverage will come from GTK+.
Then of course there are other GNOME modules where string freeze has
been broken to some extent, but those breakages have all been announced
(either in advance or afterwards) on this mailing list.
