Submit them to xkeyboardconfig on freedesktop.org, and to
bugzilla.xfree86.org (Ivan Pascal is maintainer of XKB in XFree86, and
co-maintainer of xkeyboard-config, so it may be enough to get these
submitted to just one to get both X.org and Xfree86 to support your
"mi" layout).
