Broken build of relnotes

Hi,

I tried to build release notes
# xml2po -e -p lt.po  ../C/release-notes.xml > release-notes.xml

but I get

Any suggestions how to fix it? Btw, why Python is trying to convert âÄâ,
to from unicode, to ascii?
