Check your ~/.xsession or ~/.Xsession file. Also, if you're using
GDM, try choosing a language in your login screen.
Problem was with gdm.

You'll need to be a bit more specific, if you want us to help you.
What is exactly your problem? How did you specify LC_ALL and LANG
variables. What about LANGUAGE variable? Etc.
in .bash_profile and /etc/env.d/99locales.
