user-visible strings by not marking them as translatable.
in my humble opinion, adding such strings runs contrary to the aim of
providing a fully localized and translated GNOME desktop, so i ask the
GTP for clarification.

As I see it, the quote from the string freeze document only applies to
strings that don't _need_ translation. Adding a string that _should_be_
translated is a freeze break, even if it is not marked as translatable.
(Accidentally not marking it is a bug, deliberately not marking it is
jut plain rude.) That's just my interpretation after a couple of years
of alternating between lurking and being active. (Just my NOK 0.12.)
