Mmh.. I just checked a file I have committed today, and indeed
l10n.gnome.org didn't updated the relevant page.
http://l10n.gnome.org/module/balsa (fr should be 100%)

Let us wait for the daily refresh (around 3:00 UTC). Maybe it's just the
SVN hook that is broken...
