Yes, the procedure is that GNOME translation problems and patches
should be reported in GNOME Bugzilla (http://bugzilla.gnome.org/). The
"l10n" component there is especially designed for translation
problems.
Only if there's no action taken on a bug report or it's stalled for
some reason, it may be worth notifying the gnome-i18n gnome org
mailing list about it. But that should only be a last resort, and of
course a link to the bug report in Bugzilla should always be included
in that case.
