That's not the case.  No reply more often than not means "no objection".

Indeed.  The way GNOME Goals work is:

  - You write up a draft and propose it (and request review at the same time)

  - People shout if it's a bad idea

  - If no one shouts, or after you resolve the issues raised, you send it out
and try to get a mass going on to convert all modules.

First rule of Coordination Team is...  Nevermind.
