Yes, we choose to implement an "open" approach. Anybody can register,
join a team and translate a module.
It's then the role of the reviewer to analyze quality and to redirect
the newcomer translator to more resources.
I know this approach have also some drawbacks. One possible improvement
could be to have some free content field on the team homepage so as some
basic instructions can be given.
