You can upload the translations to DL, you just have to register, but
some teams, like Spanish, already have assigned people who take care of
modules, so for our case I will compare both translations and suggest
the actual mantainer possible changes. 
You cannot submit the translations across Canonical.

I guess Leonardo will tell you the same as me, contact the coordinator
and he will contact the mantainer.

For Spanish, we do not translate other tahn "es", neutral Spanish, you
can however send me the file and I will do the same as explained before,
contact the mantainer of Gthumb, but AFAIK xournal is not hosted at
GNOME's svn.
