As mentioned on the bug, you can work around this issue without having
to compile Banshee by doing the git clone as normal, and then running
either ./autogen.sh (which will require dependencies) OR running `git
submodule update --init`. OR you can grab the 1.8.0 string-frozen pot
file here: http://banshee.fm/~gburt/tmp/banshee-1.pot

I do not know. If there's some way of specifying admins for modules
on it, I'm not set as one.

No, but as mentioned on the bug we plan to move to having Hyena
contain its own translations, so the submodule will no longer affect
i18n.
