I found one fille ekiga.scehmas and it contains different languages with
 the tags like this <locale name="C"> for english <locale 
name="ar"> for arabics etc

where should i do chnages so it will select the other language then the default one

Don't know, I never use Windows ;) In Linux you would set the environment
variable LANG=fi.
