Warnings and notifications on adding and removing modules

Hello everyone,
Currently whenever a developer commits a change in a module in the main
GNOME moduleset we get a warning via this mailing list.
This is extremely useful:
- This keeps the string freezes and prevents excessive breaks;
- This immediately informs translation teams.
Can we please have similar *automated* system for the list of modules in
the moduleset?
This will be of immense help to everyone and especially translators:
- This will provide list and backlog of what modules are in the
moduleset, what are no longer there, how long were they there, when they
entered and when they left.
- Adding a module is in fact a string break as far as translators are
concerned - there are new strings to translate and modules to test.
- Removing a module lowers it priority when translating, teams should be
well aware of that and prioritize their resources.
