Translating gnome-help

Hi,

Even if we are still waiting for a proper installation of itstool on
l10n.gnome.org, we prepared a temporary install to be able to go forward
with gnome-help translation in gnome-user-docs module.

You can now get proper pot/po files to start translating the 3.2
version, even if the doc team is probably working hard to update it
during the dev cycle.

The image handling is still broken and definitely on my todo list...
