I do not see 'gnome-initial-setup' listed in the Damned Lies list of modules:
http://l10n.gnome.org/module/
At the bottom of that page, there is a statement:
"If anything should be changed on this page, please submit a bug report."

I would imagine that filing a bug would be the best method of
reporting this issue. Once the 'gnome-initial-setup' module is
listed on Damned Lies, it can be added to the proper "Release Set" as
you request.
