This is not a GT feature... it means that Nacho, the Gtranslator's maintainer is open to receive and review patches for GT, but he is not going to spend time developing GT.

If you want to fix a bug, you can create and send your patch, but new features or error reports withput patches will be achieved in Bugzilla.
