According to [1], I think the first step should be the creation of a
glibc locale. I know Chris Leonard started to help initiate locale files
for quy_PE [2] and quz_PE [3]. Chris, any status update?

So the first step of [1] is complete (or close enough).
A new locale for quz_PE has been filed with glibc

I will chase this through to a final commit, but I expect we will have
it in the next glibc release.
Now Wile and his team will need to complete the other steps in [1]. I
have an interest in seeing lang-quz advance in GNOME and I will do
what I can to help them.
Step two of [1] is also (perhaps) complete.
