GNOME 3.8 Release Notes

Hi all,

The release notes for the next GNOME version have been finished. They
can be found in the gnome-3-8 branch of the release-notes module [1].

3.8 is due to be release on March 27, so it would be great to have
them in as many languages as possible before then. Please feel free to
ask me any questions if you have them.
