GTK+ is not an app, but a public, widely used library. Also, there is
indeed a separate domain, so that teams can prioritize GTK+'s
important UI strings over developer strings that are twice the size of
the UI's. In the case of gnome-builder, removing property translations
shrinks the translatable text by approximately 60%, with, I would
argue, small losses.

We could make separate domains for every app in GNOME that provides a
library, but I doubt anything other than GLib, GTK+, and Clutter would
pass the criteria stated by Emmanuele (which sound very reasonable).
How often are gnome-dictionary or gnome-todo used in Glade for reasons
other than developing these apps? The latter doesn't even provide any
libraries, as far as I can tell.

I just don't see every translator wanting to deal with strings like
"Populate Callback Data Destroy". I wouldn't even know where to start,
and the resulting translation is bound to be almost illegible to a
developer.
