You haven't released a 3.19.91 tarball yet, so I guess technically
you're not string frozen yet, but I don't know how the release team
handle this case so I'll let them weigh in here.
If string freeze applies already, here's i18n approval 1/2 since I'm
the one who reported the issue and I think this is really important.
