I'd very much disagree. No documentation at all is still better than
wrong, misleading, frustrating documentation which wasted my time.
To share one personal unpleasant experience: accessing GitHub Actions
documentation will automatically give me Brazilian Portuguese
translation, which is incomplete and in some cases with bad
translation. Even some keywords are translated, when they should not
(e.g. 'job' and 'schedule' keywords were translated). I always end up
switching to English, which as a translator (not GitHub's though) is
very disappointing.

Please stop thinking that all people are like us.
Well, if the person can't read English, having a documentation that is
partially translated with important strings translated (when should
not) won't help much I think?
So, yes, quality translation is very important.
I never said what quality is not important.
I said that a bad translation, for people that do not understand English
_at all_ is better than nothing (=English). Please think at some oriental
or arabic user for a moment and try to be in their shoes for a moment.
I am in those shoes in some cases when trying to read a site content
in a language I don't know, like Russian or Germany. In cases like
these, one can use a machine translator like Google Translate.
